Dated 1948 this painting is by Dutch artist Felix D'ancona (1898-1962), The subject is likely to be Old Amsterdam.
With bold brush strokes and vibrant colours this painting has a modern look but still seems happy in it's much older frame,

I am still researching this Artist. I believe his Father was Jewish so what happened to the family during Nazi occupation I have yet to discover.
